Adds a 'Publish to public (npmjs.org via ESRP)' boolean parameter (default false) to the C# publish pipeline. When enabled on a manual run, it forces Publish to 'public' so the ESRP task can be tested without merging to main. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

Porting over the publishing steps from https://github.com/Azure/azure-sdk-tools/blob/main/eng/common/pipelines/templates/archetype-typespec-emitter.yml so that we publish to the same feed and use ESRP for publishing.
