Roadmap status: 3b and Phase 4 shipped, 3c in progress

Summary

Status update 3 for the Chat Orchestration Workflows roadmap (docs/explanation/features/CHAT_ORCHESTRATION_WORKFLOWS_ROADMAP.md). This is a docs-only change, so there's no VERSION bump.

• Status table: Phase 3 now shows 3a done (Phase 3a: change tracking in the V2 workflow editor #1569, v0.261.203), 3b done (Phase 3b: workflow assist endpoint (POST /api/user/workflows/assist) #1577, v0.261.208) and 3c in progress. Phase 4 is done (Phase 4: orchestration proposes workflows #1580, v0.261.207), behind Propose Workflows From Chat, which is off by default.
• Phase 3: a "3b shipped" block covers what 3c builds on: the request and base token, the three outcomes, request-local handles, the v3 limits, the Python mirrors with Node parity, and the fixed limits. It also lists the follow-ups from Phase 3a: change tracking in the V2 workflow editor #1569 and Phase 3b: workflow assist endpoint (POST /api/user/workflows/assist) #1577.
• Phase 4: a "Shipped" block covers the choices later phases build on: the Reason capability, the metadata-only catalog, agent matching and repair, deterministic IDs with an idempotent accept, requester-only access and the 14-day expiry, time-zone handling, and Edit opening the V2 editor. It also lists Phase 4: orchestration proposes workflows #1580's follow-ups.
• Repository follow-ups: the side fixes Extend the XSS PR guardrail to the V2 React/TypeScript UI #1576 (Scan the V2 React/TypeScript UI for XSS sinks and run PR guardrails on V2 PRs #1571, guardrails and CodeQL on V2 PRs), Fail pytest tests that return False (#1572) #1579 (pytest reports functional tests that return False as passed #1572, the pytest return-value guard) and Keep workflow Flow canvas nodes stable across renders (#1573) #1578 (V2 Flow canvas rebuilds every node on unrelated re-renders, so edges drop and a Playwright test flakes #1573, Flow canvas stability) are recorded. The test_v2_admin_settings_schema.py base failure is noted.
• Gotchas and open questions: gotcha 61 is new (Microsoft 365 pending-action links once 6b adds a V2 run page). Gotchas 58 and 60 are marked resolved or settled, and open questions 3 and 4 are settled by Phase 3b: workflow assist endpoint (POST /api/user/workflows/assist) #1577 and Phase 4: orchestration proposes workflows #1580. The 6b run-link row now points to gotcha 61.

Validation

Run through __main__ with the pinned venv:

• functional_tests/test_docs_site_quality.py: 6/6.
• functional_tests/test_docs_link_integrity.py: 2/5. That matches the base. None of the broken links is in this doc; they're the stale generated release-notes pages and moved feature pages.
• CRLF line endings are preserved. The only non-table lines over 120 characters are the pre-existing L185–188.
