Revert accidental OneNote rollout from Development

Summary

• Normally revert ONLY the accidental Add native OneNote workspace uploads #1525 merge, f3da1b61de7322a9b6a092a258b92d895fb26b6a, using first parent e1e017129c58f01390e3ff533543e004c3f83a5c. No shared history is rewritten.
• Remove native .one/.onepkg upload support, dispatch, extractor sources/licenses/fixtures/tests, and container packaging from Development pending Reactv2 testing. Existing file formats, frontend code, routes, and authorization are restored exactly to the pre-merge state.
• Advance the application from 0.261.045 to 0.261.046, rather than downgrading to 0.261.044. Remove the accidental OneNote feature entry while retaining every earlier release entry and adding a corrective Bug Fix note and regression.
• Preserve the already adapted Reactv2 port on paullizer-react-v2-ui at c9faeae08cfbeccad1ae5212c1d9304f419fdf58. That branch was verified read-only and was not changed or pushed. No second port, deployment, live Azure settings change, data deletion, auto-merge, or PR merge is performed by this correction.

Application version: 0.261.046. No deployer files changed.

Testing / validation

• Exact inverse verified: immediately after git revert --no-commit -m 1 f3da1b61de7322a9b6a092a258b92d895fb26b6a, the entire working tree matched the first parent. All 192 original merge paths are reversed, including removal of all 179 newly introduced files.
• Final scope verified: only four paths differ from the first parent: the config version, corrective release note, fix document, and focused regression. All other application code, packaging, frontend and authorization files match the first parent. Earlier release notes are identical after newline normalization.
• Corrective regression: 6 tests passed normally and under optimized Python. A read-only red check against the original merge failed all 12 allowlist/category flag combinations as expected, with no harness errors.
• Integration contracts: 31 tests passed across mixed-source manifests, supported-file-type workspace contracts, and all three route-policy suites. Five existing SWIG deprecation warnings were emitted.
• Documentation: inventory is current, coverage passed 7/7, and site quality passed 6/6. No inventory regeneration diff was needed.
• Syntax/whitespace: all 6 surviving changed Python files compiled, and the staged whitespace check passed. No dependency installation, cloud image rebuild, or deployment was needed.
