Windows non-plugin CUDA builds with internal tests enabled fail during CMake generation:
onnxruntime_provider_test -> onnxruntime_providers_cuda_ut (build dependency)
onnxruntime_providers_cuda_ut -> onnxruntime_provider_test (Windows import-library link)
The reverse link, introduced in #29811 to resolve symbols used by the internal tests, creates a cycle. Fixing option ordering in #32713 exposed it: fresh configurations could previously leave those tests silently disabled. This is not a DirectStorage runtime failure.
Configuration: Windows, CUDA ON, unit tests ON, CUDA EP internal tests ON, CUDA EP plugin OFF.

Expected: a valid build that preserves Windows symbol resolution and automatically builds the test module when the provider-test target is requested.
Proposed fix: #32805, with explicit Windows CI checks for targeted construction and test execution.
