Summary

ADO pipelines must now be configured in YAML, not in the pipeline UI. This PR
moves the triggers of the CI and release pipelines into the YAML files.

Changes

  • CI: runs on every push to main, as before. It still does not run for
    PRs.
  • Monthly runs: CI now runs once a month, so ADO does not disable it as
inactive. The release run it starts fails on the already-published version,
    which is expected.
  • Release: still runs after each CI run on main. It now also states that
it does not run for PRs.

Test Plan

Both files pass the Azure Pipelines YAML preview.

🔵 Needs a closer look

Automatic signing and publishing require human confirmation that Azure DevOps UI overrides and security controls permit the new trigger configuration.
