This PR exposes CPU features to AArch64 Linux guests via
AT_HWCAP/AT_HWCAP2. Unlike on x86-64, AArch64 user code (EL0) cannot read the CPU's ID registers by itself and relies on these kernel-provided values. Currently, the Linux shim omits both, so guests' feature detection falls back to the baseline. A newArchSpecificProvider::get_guest_cpu_featureslets the platform report the CPU features whose state it preserves, and the shim filters out unsupported features.
