These instructions apply only to recipe work in microsoft-foundry/forgebook.
Follow AGENTS.md and .github/instructions/cookbook-review.instructions.md.
Keep publishing metadata in registry.yaml, not inside notebooks.

For every recipe creation or update, including recipe metadata, data, and media:
- Invoke both the recipe-author and cookbook-review workflows from
microsoft-foundry/forgebook-recipe-factory
(https://github.com/microsoft-foundry/forgebook-recipe-factory).
Follow that repository's reviewed workflow instructions; merely reading its
documentation or running Forgebook's local health check is not a substitute.
- Record the factory commit SHA, the exact recipe revision reviewed (commit SHA,
plus a content hash for any uncommitted changes), workflow invocations, and
review date in the PR handoff or review report. If reviewed content changes,
rerun the affected validations and cookbook-review workflow for that revision.
- Record commands, environments, dependency/API versions, actual results, and
sanitized evidence references for each validation. Label checks as passed,
failed, blocked, or not run; separate offline/static checks from live-service
execution. Never describe expected outputs or fixtures as observed results.
- Run applicable factory validation and Forgebook checks, including the recipe
health check, registry validation, and site build. Record missing dependencies
or unavailable execution environments as blockers, not successful validation.
- Include all ten cookbook-review axes with their actual weighted scores,
evidence, and unresolved gaps: thesis (15), opinionated defaults (10),
when/what/how triad (10), code cell discipline (10), before/after evidence (15),
runnability (15), scope (10), dev-to-dev voice (5), failure modes (5), and
takeaway artifact (5). Target 100/100 by improving the recipe, never by forcing
scores, weakening the rubric, or fabricating evidence. Report the actual total.
- Do not mark a recipe publish-ready while runnability, security, or required
reproducible-evidence gaps remain, regardless of its score. State preview and
platform limitations, untested controls, and residual risks. Never claim
"100% secure", certification, or successful live tests without supporting
evidence; a cookbook score is not a security assurance.
- If the factory or either workflow cannot be invoked, disclose the blocker and
incomplete work. Do not silently substitute another workflow or claim factory
review or publication readiness.

These instructions do not authorize downloads, installations, Azure provisioning,
role changes, billable tests, deletion, or new automation. Obtain the required
explicit approvals separately; for Azure work, present itemized costs and exact
resource, permission, and test scopes before any writes or billable probes.
Keep this policy project-scoped; do not modify global settings or unrelated work.
Do not add automatic scripts or provisioning triggers to enforce this workflow.
