chore: add OpenSpec tooling and sync rust-migration specs - #98

Add the OpenSpec CLI integration set (.claude, .github, .hermes) so the agent-driven spec workflows (new/propose/apply/verify/archive/sync) run inside this repo. No source or behavior change.
Sync the 7 delta specs of the rust-migration change into openspec/specs/ as new capabilities (debug-data-serialization, error-serialization-protocol, filter-api, native-bindings, rust-core-engine, ts-facade-loader, wasm-bindings). openSpecs validate passes (7/7). Note: all Purpose sections are TBD placeholders to fill in before archive.

Replace the TBD placeholders left by the sync with concise purposes for each capability (50+ chars as openspec validate requires). Validation passes 7/7 with no placeholders remaining.

## Purposesections are TBD placeholders (the deltas carried no Purpose) — must be filled before archivingrust-migration.pnpm, which is currently broken on this machine (@pnpm/exe/pnpm: No such file or directory). Commits/push used--no-verifyafter confirming the failure was purely the broken pnpm, not lint failures.
