Bundle Tailscale v1.104.4 - #153

Bump the tailscale/tailscale image and the tailscale.com module together, as TestLocalAPIClientMatchesBundledTailscale requires. Tailscale v1.104.2 and later need Go 1.27.3, so the golang image moves to 1.27.3 as well: with 1.27.2 the license stage's go mod download fails, which is why Dependabot's separate bumps (#149, #151) could not pass.
