Updated the template to use uv, Ruff and ty, and fixed the service/package generator. Updated Docker and added CI checks for Python 3.12–3.15, with smoke tests on Linux, macOS and Windows. Also added dependency updates and refreshed the README.
Verified linting, type checks, tests, wheel installation and Docker build/run in CI. Requires Python 3.12+; defaults to 3.14.
