Pin code/esse to published npm versions, add references.yml + sync/install, build dist on publish/CI instead of committing it, and bootstrap JS tests via the web-app multi-consumer root. Co-authored-by: Cursor <cursoragent@cursor.com>

Declare peer packages as published devDependencies and regenerate the lockfile with normal npm peer resolution so bare npm ci works. Co-authored-by: Cursor <cursoragent@cursor.com>
