Clarify that the tag and its target commit have independent verification status. Every prior release targeted a Verified commit while its tags were unsigned/lightweight; a signing key is optional, not a release prerequisite. Restore the established tag-and-push release instructions, while documenting optional tag signing.

node --check scripts/release.mjspassed.
