feat(action): add GitHub PR stats action with SVG generation - #1

- Add @actions/core and @actions/github dependencies for GitHub Actions SDK
- Create action.yml defining inputs, outputs and composite run steps
- Implement pull request aggregation logic in src/stats/aggregate.ts
- Build GitHub API client wrapper in src/github/client.ts
- Add configuration parsing from action inputs in src/config.ts
- Create main workflow in src/index.ts orchestrating PR collection and SVG generation
- Implement pull request fetching with search API and pagination in src/github/pulls.ts
- Build SVG renderer with responsive layout in src/svg/render.ts
- Integrate repository star counting and metadata hydration
- Add retry mechanism for GitHub API calls
- Support configurable output path and max rows limit
- Provide detailed console logging and error handling
