Add GitHub Actions workflow for SecretShield

This workflow automates the installation and scanning of the SecretShield tool on push and pull request events.

Before approving kindly configure the .secretshieldignore file

just tested the edit, it fixed most of the stuff, the only thing that failed was test_real_git_commit_succeeds_when_clean which is the same windows path issue i found last time

which version u on?
i released 0.5.2 which added .secretshieldignore (works just like gitignore but like this one tells ss what to not check) and like colouredd output for static scanning (like cmd or powershell)
