Shift button not working

Steps to reproduce

• Log into a Linux Mint Cinnamon (Wayland) session.
• Attempt to use the Shift key (both internal and external USB keyboards fail to register Shift in xev).

Expected behavior

The Shift key should capitalize letters and register normally. The Shift key does absolutely nothing inside the Cinnamon Wayland desktop. Switching back to the standard Cinnamon (X11) session completely fixes the issue.
