blocking: This floor breaks the build on Python 3.6–3.9. setuptools 84.2.1 requires Python >=3.10. morango's requires-python still allows 3.6+. CI on 3.9.25 fails with your requirements are unsatisfiable. Keep setuptools>=64. Raise the floor only as part of a decision to drop Python <3.10.
