Creates the private unicornops/dollarbox-status GitHub repo and a Cloudflare Pages project for the Upptime-powered status page. CF Pages watches the gh-pages branch (Upptime pre-builds and pushes there) so monitoring commits to main don't trigger unnecessary builds.
