Summary

Bearings now reports actual merge states and exact PR titles for managed work, followed by progress toward the project goal.
One bounded GitHub request covers current and completed work, keeps ships awaiting approval visible, and exposes missing evidence.

Worker briefs keep original requests private and separate AI review from CI and deployment.
Lock-owner creation failures return safely without recursive takeover.
The orphan-runner test waits for the child to start before requiring reconciliation to stop it.

Validation

Pinned lint and documentation checks pass.
The full Bearings snapshot suite passes, including merge versus closed states, exact titles, partial data, scope limits, stale ledgers, and bounded timeouts.
Wake-queue, process-event, fleet snapshot, generated brief, and task-delivery tests also pass.
Board and renderer tests also pass.

Live PR collection took 0.67-0.83 seconds, a partial response took 0.92 seconds, and the unavailable-provider case returned in 3.50 seconds.
Each used one request.
Independent Bash 3.2 and 5.3 tests cover safe lock failures and concurrent updates.

Review and CI

The selected janitor review replaces the local no-mistakes run for this change.
Four local review rounds are complete.
The last round found that approval holds hid active ship PRs.
The shared selector now retains those ships, and the reported reproduction passes in default and optional review modes.
The new regression also covers secondmate summaries.
The full corrected snapshot suite passes on the active-version backport, whose collector and canonical producer match this head.
GitHub AI review remains incomplete because no bot review appeared during the required six-minute cycle.
Both GitHub CI workflows report action_required.
No review completion label is applied.
No no-mistakes attestation exists for this head, so the repository attestation requirement remains unmet.
No merge or deployment is requested.
