Release setup lacked validated tag/manifest consistency and a reviewed Actions publishing path.
Adds dependency-free release metadata guards and regression checks to existing CI. Complete publisher workflows are deliberately outside
.github/workflows; they cannot run and require explicit access/trust approval before activation. The runbook lists exact package, repository, filename and permission bindings. No versions, tags, releases, secrets or registry settings changed.Validation: dependency-free regression tests and current manifest/lock/tag checks passed locally; npm guard files passed repository Biome checks; all workflow YAML and inactive proposals parsed;
git diff --checkpassed. Full builds remain with existing CI to keep Mac work lightweight. No publication was attempted.
