Two patch changesets from ENG-114 and ENG-116.

• The glass background no longer gives up on a slow connection, so it arrives without a refresh.
• Moving between the new tab and another page no longer lets the weather refresh past its own rate limit while the forecast service is down.

Extension 1.25.1 → 1.25.2, macOS 0.8.1 → 0.8.2, app 1.23.1 → 1.23.2.
