Adopt ESLint config v6 and oxfmt - #82

Upgrade @domenic/eslint-config to v6 and ESLint to v10.13.0 so oxfmt can own formatting while the Stylistic preset retains checks for comment style and whitespace. Pin oxfmt to 0.75.0, enable sortImports, and format the repository. Exclude HTML files to preserve their authored syntax, including void elements without trailing slashes and omitted optional end tags. Add lint:fix, fmt, and fmt:check alongside lint, and run lint followed by fmt:check through npm run check in the build and publish workflows. Place the existing prefer-template suppression on the concatenation expression so it remains effective when the formatter wraps the property value. Co-Authored-By: codex <codex@openai.com>

Update to ESLint config v6 and ESLint 10, use the reduced Stylistic preset and globals v17.13.0, add oxfmt with
sortImportswhile excluding HTML, and run lint and formatting checks together throughnpm run checkin CI.
