Update development tooling and release workflows - #81

Conversation
Update ESLint, the shared lint configuration, and globals to their current releases. Enable the shared stylistic configuration and its plugin to preserve formatting checks with ESLint 10. Require Node.js ^22.14.0 || >=24.0.0, aligning the supported range with other jsdom packages. Update the build matrix to test both minimum versions, current Node.js 22, LTS, and latest releases. Add the standard tag-triggered publish workflow, running installation, lint, and tests before publishing through npm trusted publishing. The npm package must authorize the jsdom/tr46 repository's publish.yml workflow as a trusted publisher. Co-Authored-By: codex <codex@openai.com>
