Adds 'jf dotnet restore/build' E2E cases for a project whose file name
(jftest.csproj) differs from its <AssemblyName>/<PackageId>, asserting the
build-info module ID is the resolved package ID (JohnsonControls.jftest)
rather than the file name. Bumps build-info-go to the fix (jfrog/build-info-go#437).
