Upgrade makefile-modules to pick up the pinned kyverno policies - #846

- `make verify` fails because kyverno/policies#1544 deleted the pod-security directory that verify-pod-security-standards builds from. - cert-manager/makefile-modules#762 pins the policies to a commit; this runs `make upgrade-klone` to pick it up, along with routine tool bumps. make verifyfails on master and on every pull request. This PR fixes it by upgrading the vendored makefile-modules.The
verify-pod-security-standardstarget builds Kyverno policies fromhttps://github.com/kyverno/policies/pod-security/enforce. That URL tracks kyverno's default branch, and kyverno/policies#1544 deleted thepod-securitydirectory on 2026-09-29. The build now fails with:cert-manager/makefile-modules#762 pins the policies to a commit. This PR runs
make upgrade-kloneto pick that up. We first saw the failure on #845: verify job.The same upgrade bumps several vendored tools, including golangci-lint v2.13.2 to v2.14.0. None of them change the release images: Go, ko and the base image stay the same.
How I tested it
make generateproduces no further changes.make verifypasses locally, including golangci-lint (0 issues.).verify-pod-security-standardsran against_bin/scratch/kyverno/pod-security-policy-ef9843f08d25b3555fe69616f8612c9f915af5d4.yaml, so the pinned policies are in use.Every tool version that changes
