feat(model): build and run responsibility on components and services - #209

ApplicationComponent, ApplicationService and TechnologyService get maintainedBy (build, BusinessActor) and the new operatedBy (run, BusinessActor or BusinessRole). Infrastructure kinds keep ownedBy.
