This PR follow #1542
It remove some legacy in SCD coming from sqlstore. Since Constraints/OperationalIntents/Subscriptions cannot have nill start/end time, this remove this possibility in the memstore layer. The same is done for AltitudeLower/Upper in OperationalIntents.
Test have been adapted as well.
