Enable Policy v1 and v2 rebinding over virtio-vsock and virtio-serial. Use RA-TLS for secure peer authentication while preserving the existing Policy v2 vmcall-raw and SPDM behavior. Add emulator and build coverage for both policy versions and document the VMM operation-2 contract.
