docs: move papercuts to Queue - #24

All nine open papercuts are imported into Queue (dry-run re-import reports every entry as a duplicate). Delete PAPERCUTS.md, point AGENTS.md and the working-rules contract at papercut.add, drop the file from the docs QA lists, and retire it in retired.toml. Papercuts now live in Queue (Northstar spec 042, operator ruling 2026-09-26).
