Estate drift: hypatia-scan.yml older build-step drift (cd scanner / hypatia-v2) + 253→413 canonicalisation #87

Sub-issue of #66. Documentation/provenance record — work substantively complete; joint-close only on explicit agreement.

The drift class

.github/workflows/hypatia-scan.yml carried an older build-step drift: working-directory: /home/runner/hypatia + cd scanner + mv hypatia ../hypatia-v2, building a scanner/ subdir that no longer exists in the hypatia repo (mix.exs is at root) → the Hypatia Neurosymbolic Analysis lane exited 1 every run. The prior 2026-05-16 env.HOME and Phase-2 sed sweeps only rewrote the $HOME path / appended the Phase-2 fragment — they never normalised this older build step. Surfaced via hyperpolymath/neurophone#41.

What was done (2026-05-17)

Authoritative scan of all 351 hyperpolymath/* repos (user acct — gh search code index unusable here; read contents API direct):

• ReScript-5 (stapeln, idaptik-rescript13-staging, poly-observability-mcp, rescript-dom-mounter, rescript-tea) done individually after verifying no ReScript-specific content (hypatia-scan.yml is a language-agnostic scanner; the hands-off rule is about build tooling).
• 2 transient FAILs root-caused & re-run clean (the-nash-equilibrium API hiccup; mtpc-template-repo stale-branch conflict).

Recurrence prevention (verified)

Regeneration sources checked byte-exact: rsr-template-repo ✓ and v3-templater ✓ already canonical; reposystem shipped 12 non-canonical copies (1 top-level + 11 nested scaffold templates) → fixed all 12 in reposystem PR#51 (12/12 verified). All 3 templaters now byte-identical to canonical ⇒ the older drift cannot re-scaffold. Canonical = 413-line full version (env.HOME + Phase-2 + SARIF + concurrency), sha256 08fcc136….

Follow-on (in progress)

Distinct, lower-severity gap (NOT the older drift, NOT broken): 245 repos ran the prior 253-line canonical (correct build, Phase-2 present, only SARIF/concurrency absent). Being swept 253→413 for full estate uniformity (idempotent admin-squash). Auto-supersedes 3 dangling prior-sweep PRs (eclexia#14, claude-integrations#19, blue-screen-of-app#15).
