Adds buf.yaml/buf.gen.yaml and a tools module that pins buf and protoc-gen-go, so CI no longer keeps PROTOC_VER and a hand-maintained sha256 of the protoc archive in sync. Go is now installed from the version declared in go.mod. Signed-off-by: Fedor Partanskiy <fredprtnsk@gmail.com>
