[Backport v28-branch] Document the post-sync URL override - #1255

Adds docs for extra.altis.cloud.post-sync.{env}.url, which sets the site URL the post-sync cache flush and post-sync actions run against. Needed on subdirectory multisite installs where the internal domain root is not a registered site.
