Summary

• Promote Notes/snippets/ into top-level snippets/, create a peer prompts/ library, and update repository references.
• Add project-managed LoopX material/change-quality skills and tighten the exact-read, managed-intake, and user-highlight preservation workflow.
• Consolidate agent runtime, Dynamic Workflow, multi-agent, Shepherd, Temporal, ACP/CMA, functional-effects, Rust async, video generation, networking, Go, testing, and WAL notes.
• Add public-safe Codex /goal and State Kernel social publishing drafts with generated assets.

Public/Private Boundary

• No .local/ or 公司项目/ paths are part of the PR.
• Unpublished local evidence assets with non-public experiment details were deliberately left untracked.
• No internal URLs, tokens, credentials, private workspace paths, or non-public company implementation details were found in the effective PR diff.
• Legacy launchd templates retain the existing /Users/bytedance/CS-Notes install default that already existed on master; it contains no credential and remains a known portability cleanup.

Residual Risk

• The PR is large because it combines the earlier snippets directory promotion with accumulated note and publishing work; commits remain separated by concern for review and rollback.
