Docs: drop the License section from template READMEs

What

• 31 template READMEs: removed the ## License section. It was always the same two lines, "MIT. See LICENSE; reuse and adapt this template…", right before ## Screenshots. Nothing else changed: exactly 5 deleted lines per file.
• create-repository skill:
  • RULES.md: the license lives in the LICENSE file and the package.json license field, not in the README.
  • RULES.md and SKILL.md: the README must not add sections that README_TEMPLATE.md doesn't have, such as License.

Why

README_TEMPLATE.md never had a License section, but agents kept adding one: 31 of 51 templates, plus Dex's #45. The skill says to follow the template exactly, so these READMEs were already off-spec. The LICENSE file and the package.json field are unchanged, so every template still states its reuse terms.

Notes

• This only edits existing templates, so merging won't trigger a demo deploy (the deploy workflow only publishes newly added templates).
• Template preview CI rebuilds the 31 touched templates, but only the READMEs changed.
• Add Route Library Halloween template (route-library-halloween) #45 gets the same fix on its own branch.

This check fails if install, lint, build, / health, or screenshot diff over the limit fails, or if the PR introduces a high/critical advisory in production dependencies that the base commit did not have (npm audit --omit=dev, head vs base).
