Major · Functional Correctness · Quick win

Update dnsmasq/config.yaml to the migrated repository and image.

dnsmasq/config.yaml still names the legacy addons URL and the homeassistant/{arch}-addon-dnsmasq image. The dnsmasq entry in .apps.yml now points to home-assistant/app-dnsmasq and ghcr.io/home-assistant/app-dnsmasq. Set the URL to https://github.com/home-assistant/app-dnsmasq and the image to ghcr.io/home-assistant/app-dnsmasq. The migrated apps cec_scan and git_pull already use this pattern.

The Supervisor pulls the image named in config.yaml. Installs and updates can therefore use the legacy image instead of the migrated build. This checkout has no local dnsmasq/Dockerfile fallback.
