fix(mc-versions): add the 26.3 runtime-test module

Add a 26_3 module based on 26_2, with Fabric, NeoForge and Forge builds on Java
25. The updated GameTest batch and runner APIs take MinecraftServer instead of
ServerLevel.

McRuntimeGameTestInstance optionally selects a registered test and places its
structure in the fresh world. The tests select minecraft:always_pass and
require at least one result, so an empty run cannot pass. Without the selector,
nearby test discovery is unchanged.

Forge and NeoForge disable GameTest ticking in installed production clients.
The loader mixins enable their normal ticker while McRuntimeGameTest is true.
The runner logs test/failure counts and saves the world before returning an
error for a failed batch. Deliberate failures were checked on all three
loaders, with optional-failure handling checked separately.

All three jars build. With the accompanying HeadlessMC changes, the
26.3 platform matrix
passed all twelve jobs: nine no-render jobs across Linux, Windows and macOS,
and three Linux rendering jobs. Each log records one completed GameTest, zero
failures and shutdown saves. The
launcher build and integration checks
also passed, including its existing older-version checks.

This adds the module and its build entry. Existing runtime jobs are unchanged.
The 26.3 runtime entries can be enabled after a compatible HeadlessMC release
is available and selected in the action's hmc-version default. The Linux
rendering jobs will also need the EGL setup used in the linked test run.
