Simplify the README and documentation entry points; improve installation, development, API/client and technical-record navigation. Consolidate inherited release descriptions into CHANGELOG.md and remove redundant release-note pages while preserving the historical content and attribution.
Use upstream repository/download links and current upstream dependency guidance. Do not change runtime code, release workflows, registry-publication policy or the module path. The 0.9.8.1 ABI documentation remains with the separate runtime PR.
Validation: MkDocs site build passed; changed local documentation links and diff checks passed. Existing technical records remain accessible even where they are not in the main navigation.
