Prepares the repo for a public face:

  • CI workflow with three jobs: ruff lint, shellcheck over the three bash entrypoints, and a wheel smoke test (uvx --from . gwctl --help — proves packaging incl. the force-included cloud.sh resolves).
  • Lean pinned ruff config (defaults + isort + pyupgrade); fixed its findings: import order, unused import, empty f-string, ambiguous l names, semicolon-chained add_argument calls.
  • One shellcheck suppression: SC1090 at file level in cloud.sh — it sources the user's serve.env, whose path exists only at runtime.
  • CI / Ruff / Python / License badges in the README; project name capitalized as GPUWarden in prose (package and command names stay lowercase).
  • No behavior changes; gwctl --help smoke-tested locally, shellcheck and ruff clean.

…ization

Pin a lean ruff config (defaults + isort + pyupgrade) and fix its findings
(import order, unused import, empty f-string, ambiguous 'l', semicolon
chains); suppress the one shellcheck warning (SC1090, runtime serve.env);
add a CI workflow (ruff / shellcheck / wheel-smoke) with badges in the
README; capitalize GPUWarden in prose.
