docs: remove stale preview notice and disclaimer from READMEs - #77

gapic-common is 1.x and a mandatory runtime dependency of every generated client, yet its README (rendered on devsite via .yardopts --main) still called it a preview and "not an official Google product". Replace the Versioning section with the standard Ruby SDK SemVer wording (stable for gapic-common; major version zero for gapic and google-logging-utils) and drop the Disclaimer section from all three gems.
Drop the section entirely rather than adopting stability wording from other gems, so the READMEs make no new versioning commitments.
Reverts cb0fd70. b/563043219 scope item 2 calls for replacing the preview Versioning section with the standard Ruby SDK wording, not removing it.
