thank you again for your previous help with the community preset catalog. I have submitted the current Autonomous Run Governance v0.3.1 release as an update to the cataloged v0.2.2 entry.

The exact tagged release has been rechecked before submission:

• tag and main point to commit c30accf377512d130010b3ae42f58df066f5ea45;
• the GitHub tag archive has SHA-256 2d939a0942fc3b1dadb7c1824e491bdb2c410802e79a70308b44192473055dc7;
• the tagged README contains the matching specify preset add --from .../v0.3.1.zip command;
• the manifest, MIT license, 13 templates, 5 commands, and 4 scripts were verified.

Since the currently cataloged v0.2.2 release, the preset now documents and governs schema-1.1 closeout state, validated idempotent resume, exact-head and current-review evidence, manifest-bound post-merge completion, and the distinction between delivery authority and installation. The new documentation is German-first and English-second at CEFR B2 level. Its Mermaid diagrams are supplemented by equivalent bilingual text descriptions and state tables so the workflows remain understandable without graphical rendering.

I cannot apply the repository-owned preset-submission label with my contributor permissions. When convenient, could you please add that label so the catalog workflow can validate and process this update?
