[Java] Rename: `./src/main/java/com/github/copilot/tool/Param.java` to be `CopilotToolParam`

While working on Feature #1810, we had cause to request the global-search-and-replace renaming of the class ./src/main/java/com/github/copilot/tool/Param.java to be CopilotToolParam instead.

The reason is that I want to use Param for the tool-as-lambda variant of the API. Assume current annotation class com.github.copilot.tool.Param is renamed to CopilotToolParam.
