ci: enable all terraform tests

Description

Dynamically discover Terraform module roots, Terraform example roots, Terraform test modules, and Packer image roots so new targets are included in CI without maintaining static lists. Module discovery includes the repository root and skips test fixtures.

Run Terraform and OpenTofu initialization, formatting, validation, TFLint, and tests across the existing version matrix. Run Packer initialization, formatting, and validation for each discovered image.

Update Lambda CI to use immutable Yarn installation and build the scale-set service image once for its smoke test.

Expand and repair Terraform coverage for EC2 provider contracts, runner configuration, webhook pool and job-retry behavior, and trust-policy validation. Derive compute-provider dispatch from the typed provider configuration.

Test Plan

• CI runs Terraform and OpenTofu checks for the dynamically discovered modules, examples, and test modules.
• CI runs Packer checks for every discovered image directory and the Lambda workflow checks.
• The new commit's CI run is in progress; these workflows were not run locally for this commit.
