ClassifyBlob requires complete contents, so passing a cached prefix can treat a cut-off comment as ending at EOF. Add ClassifyPrefix(path, prefix) and a matching classifier method for callers sharing bounded inputs with tools such as peek.

Inspected prefixes set HeaderLimited and use the existing truncation handling for incomplete comments and split UTF-8 characters. The API preserves vendor-root context and the existing byte and line limits. Add coverage for cached 1 KiB inputs and document input completeness in content cache keys.

Export Result.Set so content results reach the path-based Set filters.
