Update the git-pkgs dependencies to their new releases, including
magic v0.5.0, and refresh the required transitive dependencies. This brings the compact npm lockfile fix intobrief, along with the archive, registry, version, and license-data updates.Add a CLI regression test that scans a compact npm lockfile and checks dependency versions, scopes, PURLs, direct/transitive status, and ESLint detection.
The SPDX data refresh removes some category entries. For example,
CC-BY-NC-4.0remains a valid identifier but its category changes fromSource-availabletoUnknown.
