Puppet 7 support is removed. Puppet 8 support is now done with OpenVox8. OpenVox ecosystem is being used. Drop testing for the following platforms. They still have data and the module will still work for them. * Debian 11 * Debian 12 * Ubuntu 20.04 * EL7 * Solaris Replace the vendored .rubocop.yml with inheritance from the voxpupuli-rubocop gem (shipped with voxpupuli-test), so the config stays in sync with the rubocop version automatically.

Drop EOL platforms from testing along with puppet7 and adopt OpenVox8
