Merges upstream/main (through b21d872, upstream v0.0.38) into the fork's main mirror. No conflicts: the fork's repo-conditional runs-on expressions and the TURBO_RELEASE_* env plus ref pins in release.yml survived the merge unchanged, and pnpm-lock.yaml merged cleanly.

Upstream headlines: t3 app opens a project in the running desktop app, host-file previews and video streaming across clients, chat keeps the latest command live, project-switch fixes, theme fixes, and contributor vouches.
