feat(cli): Rewrite is: OR in issue and feedback list queries - #1674

`issue list` and `feedback list` send --query to the issues endpoint, so use the issue-search rewrite there: `is:A OR is:B` becomes a `status:[...]` or `substatus:[...]` in-list, and parentheses that reduce to plain terms are unwrapped. Commands that query events, logs, spans, traces, or replays keep the generic rewrite. Mention status/substatus in-lists in the issue list help, the CLI docs fragment, and the empty-result search syntax reference. Co-Authored-By: Burak Yigit Kaya <126780+BYK@users.noreply.github.com>
