Exception values and the Message section on issue details showed raw ANSI escape codes. Render them with the shared AnsiText component, keeping URL linkification for each segment. Fixes LOGS-1016

Exception values and the Message section on issue details now render ANSI colors with #126237's shared
AnsiTextcomponent, instead of showing raw escape codes. URLs in those values still get linkified.Stacked on #126237. Fixes LOGS-1016.
