Switch ActiveJob integration to the backend-extension registry #3119

Make sentry-rails' ActiveJob integration call the hooks from #3117 when a backend has registered one, and expose whether it owns a given adapter's jobs so backend gems know when they go AJ-first.

Important: no behavior change when no backend is registered.
