ci: Upload the weekly flaky test report as an artifact - #25814

The report only lived in the job summary, which the GitHub API doesn't return, so tooling had to rebuild it from scratch. Also write it as Markdown and JSON and upload both as the flaky-tests-report artifact, kept for 15 days. Co-Authored-By: Francesco Gringl-Novy <francesco.novy@sentry.io>

Why: The weekly flaky test report is only written to the job summary, and the GitHub API doesn't return job summaries. Tooling that wants to act on the report, like the weekly automation that fixes flaky tests, had to rebuild it by re-querying every
developCI run. The script now also writes the same Markdown toflaky-tests-report/report.md, and the workflow uploads it as theflaky-tests-reportartifact, kept for 15 days. Fetch it withgh run download <run-id> -n flaky-tests-report. The job summary is unchanged.via Francesco Gringl-Novy.
