docs(changelog): Clarify React Router framework mode minimum in 11.0.0 - #25771

The 7.15 minimum in the 11.0.0 entry only applies to
@sentry/react-router(framework mode). Library mode via@sentry/reactis unaffected. This matches the wording inMIGRATION.mdand the docs migration guide.via Lukas Stracke.
